The priority is determined by the port in which the EV/appliance is plugged into. This is a harware-level feature to prevent overcurrent when both devices are running simultaneously. If you would like to ensure that one device is prioritized over the other, you will need to make sure that is plugged into the Primary ("PRI") side of the Smart Splitter.
